OUR FOUNDER

Edward R. Close, Ph.D., P.E.

Dr. Edward R. Close is an acknowledged expert in science and engineering working in environmental planning and management, environmental engineering, hydrology, and hydrogeology since 1964, over 40 years. He has served as environmental advisor to more than 15 Fortune 500 companies.

His broad experience provides a depth of knowledge that includes special expertise in Karst hydrology, contaminant transport in subsurface media, and remediation technologies. His career began at the U.S. Geological Survey, (1964-1978) where he was trained in both surface water and groundwater, and progressed to Supervisory Hydrologist, GS-13, becoming Chief of the Modeling and Technical Support Section and Reports Specialist for the Southeastern Region Sub-District Office, where he supervised 15 professionals, technicians and administrative staff. In 1978, Dr. Close left the USGS and began his career in private consulting, where he served many of the leaders in the environmental consulting industry, as well as companies in the public and private sectors. He has been responsible for the environmental management (including site assessments, site characterizations, remediation design and closure) at over 1,500 sites during his 20 year career as a private consultant.

Dr. Close has held full responsibility for projects that include industrial city planning, resource planning and management, modeling of waste streams and contaminant plumes, design of conventional, innovative and biological remedial systems, and monitoring systems for RCRA, CERCLA, CERCLIS, SARA, EPCRA, OSHA, CWA, UST, LUST, NEPA, and US EPA regulated sites. He has had significant bottom-line responsibility for budgets on complex projects that include, five-year master plans, feasibility studies, environmental impact statements (RI / FS, EIS, and EIQ). He has personally participated in and/or directed every phase of work from conception to closure, including interface with regulatory agency personnel in eleven states, on the island of Puerto Rico, and in the Kingdom of Saudi Arabia.

Dr. Close opened Close Environmental Consultants in 1995 in Jackson, Missouri. In 1997, the company became a woman-owned small business enterprise. Dr. Close became a Registered Professional Engineer (PE) in the State of Missouri in 2001. The company grew to 10 full-time employees and 4 part-time employees in 2003. In 2005, Dr. Close began research projects into the use of concentrated plant extracts for the remediation of mold in buildings. In 2006, Close Environmental Consultants became EJC Enterprises. Dr. Close serves as Director of Operations and Research, with full responsibility for oversight and management of technical staff, associates, subcontractors, on-going research, and publication of project reports and technical papers.

Representative Project Experience

  • Managed on-going projects for large industrial clients, including more than 70 UST sites for major oil companies, risk assessment studies, and management of Superfund sites, military base closure projects, and water resource development projects
  • Directed the design and installation of observation and monitoring wells, field tests, laboratory tests, aquifer tests, and monitoring programs used to delineate contaminate plumes and develop remedial action plans
  • Developed a qualitative risk assessment for a RCRA unit. Negotiated and obtained closure from the Illinois EPA.
  • Negotiations on behalf of Principal Responsible Party clients involved in multi-party litigation and cleanup of Superfund sites
  • Designed and conducted field tests, laboratory tests, and aquifer testing in order to determine the physical, geological, and hydraulic characteristics of subsurface porous media and to delineate contaminant plumes
  • Environmental Planner and Engineer for Yanbu Industrial City, Saudi Arabia including preparation of bids/proposals for and management of multi-million dollar (US $) projects in the Kingdom of Saudi Arabia including management, conservation, and development of western Kingdom (Hijaz Region) water resources, installation of utilities infrastructure facilities and meteorological stations in the eastern provinces, and assessments of water recovery potential
  • Project Engineer for the Island-Wide Water Resources Management Study for the Island of Puerto Rico
  • Project Engineer, Worth of Streamflow Data in Reservoir Design, Sacramento, CA.
